Title

Section of "A Plea for the Chinese" by Henry

Subject

Chinese Americans; Emigration and immigration law; Opium abuse; Chinese--Religion; Kearney, Denis, 1847-1907

Description

Henry criticizes the exclusionary proclamations of Denis Kearney towards Chinese immigrants. He explains that every claim towards the Chinese invasion of America is reciprocal to American actions in China. He adds that statistics reflect a decline in the Chinese-American population. To Henry, the spiritual state of China demands missionary action rather than the military. He compares their fortitude with that of Native American laborers.

- A Plea for the Chinese -

The Chinese Must Go
The Chinese must go! This is what twelve
years ago, Dennis Kearney was howling every
Sunday on the sand lots of San Francisco-
He might just as well have said that the Sierra
Nevada must go. For in God's providence the Chinese
united at first had come to this country to stay.
Years have passed since Dennis Kearney
vanished in the darkness of a well-merited ob-
livion, but those Chinese on whom he [^so] delighted to

Will the Chinese go?
Will Even the last iron-clad "Exclusion
act" - practically and permanently Exclude?
Is it not a remarkable fact that notwithstanding
twelve years of bitter hostility against them,
sometimes breaking out in murderous violence;
notwithstanding local legislation has singled
them out as objects of special dis-favor; notwith-
standing the power of the United States government
has been invoked, and successfully invoked
against them: notwithstanding their own gov-
ernment Even has discouraged their Emigration
yet they not only remain here, but to some Ex-
tent continue to come? Is there not some force

[?tion?] at bay know how to be obstinate and
treacherous and cruel. Exclusion can
only be Enforced in two ways: Either by
placing an Efficient guard not alone at our
parts, but on our long northern border, and
for nearly a thousand miles long the Rio-Grande
river; or Else by imitating the Chinese govern-
ment sufficiently to lead to to retaliate in Kind,
Exclude Americans and stop intercourse. It is
safe to say that the guard will not be placed.
It is Equally safe to say that, whatever may
happen temporarily, non-intercourse will not
Exist as a permanent condition. The two greatest

to well considered, reasonable regulations
restricting Emigration, and which shall be
fairly applied to the citizens of all foreign
nations. But when the people of one country
are singled out to be treated as sinners above
all others, it is pertinent to ask the question
Why? Is it that they do not assimilate with
our people? if that logic holds it will Ex-
clude all Americans from China. Is it that
they come here to make money and then return
with it to their own land? True, but just as
true of all Americans doing business in China.
Is it that they bring down unreasonably the
laboring man's wages? How shall we get rid

and Macao a Portuguese Colony, brought
thence to San-Francisco and Vancouver in
British and American steamers, and from there
distributed to the body and soul-killing opium
joints. And then the whole burden guilt of
the wretched business is saddled on the back of
the long suffering Chinaman. When therefore the
Anglo-Saxon and the Celt, with virtuous indignation,
break forth in bitter complaint against the Mon-
golian because some of their friends or brothers
or children go to his opium joints to smoke the
impulse is strong to say, "First cast out the
beam out of thine own eye, and then shalt
thou see clearly to cast out the mote out of
thy brother's Eye". Is it as some charge that

was 105,465, an average increase of 3500 a year.
The number of immigrants arriving from Europe
[--was--] at Castle Garden New York on one day last
week, is reported at 1789, and the number for the
first Eight months of the year was more than
392000. These facts speak for themselves. The
rigid restriction laws in Existence since 1880
make it likely that the number of Chinese in
this country has been diminishing rather than
increasing. Therefore we conclude that those
who threaten us with a Mongolian invasion
Either do not know the facts or Else with set purpose
make false impressions. From all the above let the
reader judge whether unusual and harsh measures
against the Chinese are justifiable

If the doors shall be closed God will doubt-
less open them again, but woe to the nation
responsible for closing!
Another duty of the Church
China is spiritually dead, and no development
of intErnal resources, no amount of military and
naval [--skill--] drill, of secular instruction or of in
tellectual awakening can give her spiritual life.
Nor can her own systems of belief. Confucianism
has no light to throw on future life, and no
motives sufficient to Enforce Even the morality
which it teaches. Taoism blinds with vain su-
perstitions. Buddhism is destructive, crushing out
all the sensibilities of the human heart, and
finding refuge from misery in losing consciousness
of Either pleasure or pain - its last best hope, the

China an interesting Mission Field
Among many reasons we mention only one.
Interesting on account of the influence she
is likely to have in the world (1) By the Charac-
teristics of her people. Their quiet industry, their
patient Endurance, their unconquerable perseverance
will give them an immense influence for good
when once they are brought under the quickening
power of the Christian faith. Those who know them
well will find no difficulty in picturing Christians
among them marching to the stake with all the fortitude
of ancient martyrs. Some of them have already
so burned. (2) By her commercial importance
incentives to trade must have been strong in the
past to have incited those wars which Western nations
waged to force it on China. They will not be less strong
when to the agricultural wealth of the [Note: the page cuts off here]

them at Every possible point, and in the End
you can [?worry?] out any Western army "China
wisely followed General Gordon's advice. She paid
nine million roubles and settled a boundary
line with Russia on the northwest, then she
went to work to burnish her armor and provide
her weapons of war. Five years later France got
possession of [?Tonquin?], and a boundary line was
drawn on the South. A little after England took
burman, and so a boundary line is sure to be
drawn on the Southwest. These strong nations
which have pushed themselves against China's
borders, will lay down railroads up to those borders.
What does all this mean? It means at least two
things. One is that China is destined to hold an
important position not only in the politics of Asia,
but also of Europe. The time is hastening on when
[illegible] these three European nations mentioned

in the dust, that was old when the Empire of
the Medes and Persians passed away, that
lived on while Greece and Rome grew up to
giant strength and failed, and died, still
bids fair to maintain a vigorous life among
the youthful nations of the present, that in spite of
internal rebellions that have laid waster whole
provinces, of famines and of floods that have
[--laid waste--] destroyed millions of her people, of warms made
upon her by the strongest nations of Europe, she
still gives promise of a grand future! Laugh
at her who will, unless the signs of the times
are all at fault, Even old China will one of these
days swing into the line of advancing nations,
and move on in the march of ages with a step

yet so [--plainly--] firmly? It is just possible that
our congressmen had not taken time to measure
the Exact length and breadth and height of the job
they were undertaking when they decided upon the
instant and absolute Exclusion of all Chinese
laborers. Possibly they had not yet discovered
what they are sure to discover beforE they are
through with them - that they are dealing with
a people who have all the fortitude of an American
Indian and all the unchanging persistance

United

有时爆发出凶残的暴力;

Rio-Grande
